WhatsApp Business API pricing in Kenya: what changed on 1 October 2026

The short answer

WhatsApp Business API pricing is per delivered message, set by category and recipient country. From 1 October 2026 Meta charges for service replies after the first 1,000 a month per number, and for utility templates sent inside the 24-hour window. Kenya is billed at the Rest of Africa rate.

WhatsApp Business API pricing is a charge for each delivered message, set by the message category and the country you send to. The big change is dated 1 October 2026: replies to customers are no longer free beyond the first 1,000 service messages a month per business number, and utility templates sent inside the 24-hour window are billed too. The free WhatsApp Business app is not affected.

How does WhatsApp Business API pricing work?

Meta charges per delivered message. Per-conversation pricing was replaced by per-message pricing on 1 July 2025. Meta charges for messages from a business to a customer. It does not charge for messages customers send to you.

Each message belongs to a category. Template messages are marketing, utility or authentication. Free-form replies sent inside the 24-hour customer service window are service messages. Your cost is the number of delivered messages in each category multiplied by Meta’s rate for the recipient’s country.

What changed on 1 October 2026?

Two things that were free became billable. Meta now charges from the 1,001st service message in a month for each business phone number. It also charges for utility templates sent inside an open customer service window, which had been free since 1 July 2025. Both changes are listed on Meta’s pricing update page.

Meta’s update page lists 40 rate updates on 1 October 2026 and none for Rest of Africa, the region that includes Kenya. Eligible government and non-profit organisations keep free service messages beyond the monthly allowance. A number that sends fewer than 1,000 replies a month pays nothing for service messages. A busy support team will pass that quickly.

Meta also warns that a business with no payment method on file by 30 September 2026 risks having service messages stop being delivered once they become charged. If your number is already live, check that a payment method is attached before the 1,001st reply.

What is still free on the WhatsApp Business API?

The first 1,000 delivered service messages each month for each business phone number are free, and the allowance resets monthly without rolling over. Messages customers send to you are never charged. Chats that start from a Click to WhatsApp ad on the Android or iOS app get a free entry point window of up to 7 days, in which Meta does not charge for marketing, utility, authentication or service messages.

  • Customer messages to you: not charged.
  • First 1,000 service messages a month, per number: free.
  • Free entry point window: free for up to 7 days, for chats that start from a Click to WhatsApp ad on the Android or iOS app.
  • The WhatsApp Business app: free to download and use.

How much does the WhatsApp Business API cost in Kenya?

Kenya is not a separate line on Meta’s rate card. It sits in the Rest of Africa region of 40 markets, and a message to Kenya is charged that region’s rate for its category. Meta publishes the current figures in its rate cards, so read the amount there instead of trusting a number in a blog post.

The rate card is on Meta’s pricing page as downloadable USD files, and in an interactive version on the WhatsApp Business website. Pick Rest of Africa and read the rate for each category. Meta says the billing currency is chosen when the account is created, so ask your provider which one applies.

A worked monthly example for a small team

The arithmetic below uses message counts, because the count is what you control. A small team gets 600 chats from customers in a month. Agents send 2,400 free-form replies. They also send 150 utility templates while a window is open (order updates), 100 utility templates after a window has closed, and 300 marketing templates.

Billable messages before and after 1 October 2026 (one business number)
Message typeSentBillable beforeBillable after
Service replies2,40001,400 (2,400 minus the free 1,000)
Utility, window open1500150
Utility, window closed100100100
Marketing300300300
Total billable4001,950

To price it, multiply each billable count by the Rest of Africa rate for that category and add them up. The service line is the one that grows with your volume. A team that sends 5,000 replies a month has 4,000 billable service messages. Cut that line by answering in fewer messages: one clear reply beats three short ones.

What counts as a billable message?

Meta charges when a message is delivered, and only for messages from the business to the customer. A message that fails to deliver is not charged. This is why your own sent count and your Meta invoice can differ, and why you should read delivered counts, not sent counts, when you check a bill.

What should you ask a WhatsApp Business API provider about cost?

Ask what the provider adds on top of Meta’s charges, and how those charges reach you. A low price per seat says nothing about a markup on each message.

  • Is there a markup on Meta’s per-message rates? Ask for a yes or no in writing.
  • Is there a setup fee? Get the amount, or a written no.
  • How are Meta’s charges billed? Ask whether they land on your own Meta account or on the provider’s invoice.
  • What currency is the account in? Meta says the currency is picked when the account is created and cannot be changed once selected.
  • What does each extra phone number cost? The free 1,000 service messages apply per number.
  • Which reports show delivered messages by category? You need them to check the bill.

How do you keep WhatsApp API costs down?

  1. Reply once, clearly. Every delivered service message past the allowance counts.
  2. Keep templates in the right category. Meta sets each template’s category and can re-file a utility template as marketing, which changes the price.
  3. Reserve marketing templates for people who want them. Send to opted-in customers only.
  4. Count by number. The free 1,000 applies to each business phone number, so know how many numbers you run.
  5. Check the delivered count midway through the month. Past 1,000 service messages on a number, every further reply is billable until the month resets.
